J'ai recu un mail du conseil municipal de Wellington, invitant les habitants a participer au debat sur le bruit dans le District Plan. Ils prevoient des ajustements mineurs, mais l'occasion etait trop belle pour ne pas repondre. Je n'ai aucun espoir que ma contribution change quoique ce soit, mais au moins, j'ai dit ce que j'avais sur le coeur.
The proposed adjustments to noise control do not go nearly far enough. Wellington is already a very noisy city, especially on a per-capita basis, and the cumulative impact on residents’ wellbeing is significant.
A substantial portion of the background noise comes from major industrial hubs such as the airport and CentrePort. Because these unavoidable sources already place a heavy noise burden on the city, it becomes even more important to reduce all unnecessary and avoidable noise.
Unfortunately, many sources of avoidable noise remain largely unchecked. Examples include small aircraft repeatedly circling the city, helicopter training exercises in the harbour, jet skis and small inflatable boats doing high-speed manoeuvres or “donuts” in the harbour, excessively loud motorbikes, and late-night rave parties. These activities contribute little to the common good while significantly affecting the quality of life of nearby residents.
From a resident’s perspective, it is difficult to see how the public interest is being protected when so much unnecessary noise continues to be permitted. If the Council is serious about improving Wellington’s acoustic environment, the rules need to go much further in limiting avoidable noise and protecting the wellbeing of the people who live here.
